We believe that if any property rights are violated anywhere in the state, all landowners in Texas can be subjected to the same abuse.

About Texas Landowners Council

Texas Landowners Council is a private, nonprofit 501(c)6 organization formed in 1990 by a group of landowners who recognized the need to protect property rights according to the U.S. and Texas Constitutions. Since this organization was founded, our involvement in the state legislative process has been crucial to protecting property rights for all Texans.

Jimmy Gaines

President – Dripping Springs, Texas

Jimmy Gaines has been TLC’s president and lobbyist on a volunteer basis since the organization’s inception in 1990. He grew up on a ranch west of Austin and currently lives and raises cattle on a ranch near Dripping Springs with his wife Barbara. They own and manage office buildings in Austin, some of which he and his family built on their old ranch near Austin. He gained an early understanding of the challenges facing landowners by observing his parents dealing with condemnation for highways, defending the agricultural valuation of their ranch in court and fighting a suit to declare the creek on the ranch navigable and open to the public. Jimmy has two adult sons, Jimmy and Randy, and seven grandchildren.

Archie Ray Enochs

Board Member – Mason, Texas

Archie Ray Enochs is a founding member of TLC. He grew up in the rural community of Oak Hill, just west of Austin. From an early age, he worked cattle, operated bulldozers and welded cattle guards and equipment with his dad and uncles on their family ranch. Archie Ray was also a partner in the water well drilling and service business that his family operated for over forty years. Archie Ray divides his time between his home in Mason and his family’s ranch near Eldorado. He has two adult children, Brett and Erin.

A.J. Waight, Jr.

Board Member – Willow City, Texas

A.J. Waight, Jr. has been a member of TLC since 1993. He owns and operates a ranch in Gillespie County and is the former president and owner of Prominent Title in Austin. A.J. and his wife Suann have two adult sons, Justin and Robert.

Don McLeod

Board Member- Aledo, Texas

Don McLeod and his wife, Cathy, have been members of TLC since 2004. He is a rancher in Parker County and a retired veterinarian. Don and Cathy have three children and eight grandchildren.
